As we informed you on in our previous newsletter, the President tweeted on August 1 that the US will assess a 10% tariff on List 4 beginning September 1 on the remaining 300 billion dollars of goods and products coming from China into our country. However, today the United States Trade Representative (USTR) announced some changes to the list of tariff numbers and effective date applicable to some of the products. The agency said that “certain products are being removed from the tariff list based on health, safety, national security and other factors and will not face additional tariffs of 10%.” Further, the USTR determined that the 10% tariff will be delayed for certain articles until December 15. Products in this group include cell phones, laptop computers, video game consoles, certain toys, computer monitors, and certain items of footwear and clothing, etc. This is apparently done in an effort to avoid higher prices on consumer goods during the Christmas shopping season. The USTR plans to conduct an exclusion process for products subject to the additional tariff. The USTR intends to publish additional details and lists of the tariff lines affected by this announcement as soon as possible.
