Starting August 1, 2017 the Ports of Los Angeles and Long Beach will increase their Traffic Mitigation Fee (TMF) by 2.3% to $72.09 per TEU or $144.18 per FEU for moving containers during daytime hours Monday through Friday.
The West Coast Marine Terminal Operator Agreement (WCMTOA), consisting of 13 marine terminals, periodically adjusts the TMF based on maritime labor costs, matching the 2.3% increase in Longshore wage and assessment rates that took effect on July 1. The last TMF increase was in August 2016 to $70.49 per TEU and $140.98 per FEU.
The TMF applies to containers moved between 3 a.m. and 6 p.m. on weekdays but is not applied to containers moved during off-peak hours of 6 p.m. to 3 a.m.
Known as PierPass, the program administers the TMF using a congestion pricing model to incentivize cargo owners to use the off-hours shifts and to help offset the costs of operating extended gate hours by about 81%. Nearly half of all container traffic takes place during off-peak hours.
