Dear Valued Customer,
CBP has announced that pursuant to the White House Chief of Staff’s memorandum concerning “Regulatory Freeze Pending Review” issued on January 20, 2021, the U.S. Department of Commerce (Commerce) is delaying the effective date of the final rule, entitled “Aluminum Import Monitoring and Analysis System,” from January 25, 2021 to March 29, 2021. The final rule was published on December 23, 2020 and can be found here: https://www.federalregister.gov/d/2020-28166. Commerce has submitted a notice to the Federal Register delaying the effective date of the final rule in order to allow the incoming Administration time to review the final rule and consider any additional comments before implementation.
This delay means that licenses will no longer be required for covered aluminum product imports beginning on January 25, 2021, as was previously stated in the final rule. Unless otherwise announced, the final rule will go into effect, and licenses will be required, beginning on March 29, 2021. The AIM system website (https://www.trade.gov/aluminum) continues to be operational and will provide further guidance on licenses already issued and the issuance of new licenses during the intervening period prior to March 29, 2021. Further information on the AIM monitor will also be provided on the website.
Please note that in the case of any discrepancies between this announcement and the Federal Register notice delaying the effective date of the final rule, that the Federal Register notice prevails.
If you have any questions or concerns, please do not hesitate to contact Commerce at the email address listed below or the Entry Summary, Accounts & Revenue Division (ESAR) at firstname.lastname@example.org.
