MPF Increased Rate must be Paid Retroactive to October 1, 2011
In our previous
newsletters, "The
Current" Issue #8, we informed
you that legislation covering bills
to implement the pending Free
Trade Agreements with Korea,
Colombia and Panama
as well as legislation to retroactively
extend the lapsed Generalized
System of Preferences (GSP)
and the Andean Trade Preferences
Act (ATPA) through July 31,
2013, were sent to the President
on October 13, 2011. The President
signed the bills into law on Friday,
October 21, 2011 and the measures
take effect 15 days later (November
5).

CBP Memo: GSP Entries Effective 11/5/2011, Refund Requests
On October 21, 2011 the President signed the bill to renew the GSP program retroactively from January 1, 2011 through July 31, 2013, which takes effect on November 5, 2011.

CBP Message: ATPA/ATPDEA Entries
Effective 11/5/2011, Refund Requests
On October
21, 2011 the President signed the
bill to renew both the Andean Trade
Preference Act (ATPA) and the Andean
Trade Promotion and Drug Eradication
Act (ATPDEA) programs retroactively
from February 13, 2011 through July
31, 2013 for Ecuador and Columbia.
On October 21, 2011, CBP issued
message CSMS #11-000267 giving instructions
related to the renewal of the programs.

President to Sign FTA, GSP/MPF/TAA Bills on October 21, 2011
On October 12, Congress approved legislation covering bills to implement the pending free trade agreements with Korea, Colombia and Panama as well as legislation to retroactively extend the lapsed Generalized System of Preferences (GSP) and the Andean Trade Preferences Act (ATPA) through July 31, 2013, and would take effect 15 days after the President signs the measure into law.
