U.S.- Korea Free Trade Agreement
Effective March 15, 2012
On March
9, 2012 the President has published
Proclamation 8783 in the Federal
Register which amends the Harmonized
Tariff Schedule to implement the
U.S. - Korea Free Trade Agreement
(KORUS or KFTA), effective for goods
of Korea entered or withdrawn from
warehouse for consumption on or
after March 15, 2012. Customs &
Border Protection has indicated
that its computer systems (ACS &
ACE) will be programmed to accept
KFTA claims as of March 21, 2012.
The International Trade Commission
has simultaneously posted the Annexes
to the Proclamation which list all
of the 2012 and later year amendments
to the HTS for KORUS.

MPF Increased Rate must be Paid Retroactive to October 1, 2011
In our previous
newsletters, "The
Current" Issue #8, we informed
you that legislation covering bills
to implement the pending Free
Trade Agreements with Korea,
Colombia and Panama
as well as legislation to retroactively
extend the lapsed Generalized
System of Preferences (GSP)
and the Andean Trade Preferences
Act (ATPA) through July 31,
2013, were sent to the President
on October 13, 2011. The President
signed the bills into law on Friday,
October 21, 2011 and the measures
take effect 15 days later (November
5).
